Title VI

Your Rights as a Jewish Student: Title VI and OCR

Understanding campus protections, responsibilities, and support.

Something happened on campus
that didn’t feel right

(Pause + Reflect)

Does this involve harassment, exclusion, or discrimination based on Jewish identity, ancestry, or ethnicity?

1

Consider Your Immediate Needs

Are you safe?
Do you need support right now?

  • If yes, reach out to:
  • Campus Hillel
  • Trusted friend or staff member
  • Campus support services
2

Document
(if you’re able)

  • Save screenshots
  • Write down dates, locations, and what happened
  • Keep any relevant emails or messages

(You don’t need perfect documentation to move forward.)

3

Explore Your Options

You have multiple paths—you can choose one or more:

OPTION A

Address it on campus

  • Report to university administration
  • Speak with a professor, dean, or Title VI / equity office

OPTION B

Get guidance before deciding

  • Talk to your campus Hillel
  • Contact CALL (Campus Antisemitism Legal Line) (Free, confidential, no obligation)

OPTION C

File a complaint with OCR

(U.S. Department of Education Office for Civil Rights)

4

Filing with OCR
(if you choose this path)

  • Complaint is filed against the university (not individuals)
  • You do not need to be the direct target to file

What happens next?
OCR reviews the complaint and may investigate.

If a violation is found, the school must take steps to address and prevent discrimination
(e.g., policy changes, training, restoring access to learning environment)
